Its not enforced because it will never work since most drives are too stupid to begin with
surprisingly today on the way to work left lane was free and drivers switched after passing. state should advertise this law more often, they do but not enough.

In FL you can get a ticket if you are in the right lane and do not move over for a driver merging onto the highway..
