Power steering fluid change question

Hey guys,

I used the Turkey baster method to change my PS fluid today and had a question. So when I siphon out the fluid and refill it do I refill it all the way up till the reservoir is full or 1/4 to 1/2 way is good enough? I mean if the goal is to get as much as the old fluid out of the lines then filling up the reservoir just a little will imply that the lines are full correct? Or given the fact that we need to start the car to turn the steering wheel is it necessary to fill up all the way every time.

The reason I bring this up is the fluid that is refilled during the middle runs will end up getting wasted as we will siphon it out so by doing this we can have enough left for the final fill. I filled up all the way up every time and in the end barely had enough to fill it up. I know I needed to have a back up bottle but just wanted to see what is the general practice? Thanks.
