I understand the pulleys will underdrive the power steering and at low to no speed thats where power steering needs the most power. But I'm wondering if this is normal and other people experience it as well?

How hard are you turning the wheel against the lock?
I just installed the MS pullies but haven't ever turned my wheel hard to the lock so I don't know if I have this problem. I can try and report back. T he power steering pulley is no longer ribbed so it may be slipping and squeaking?
