Given the low speeds that OP mentions, this seems odd to me.

I get crud (sand, dirt, and other junk) collecting inside the drum of my wheels, and it doesn't seem all that evenly distributed. If such a high-precision balance were needed just for 50 mph speeds, then it seems this sort of buildup would throw the balance way off, at higher speeds.

If you were talking about 150+ mph, then I could absolutely buy the idea of a high-precision balance. But 50 mph? Doesn't sound right.
