^^ Yeah, I don't know how it works in LA but here is lil ol tampa, animal control sent them a letter warning the pet owner. Letter stated that if they get another complaint about their dog barking at 4 am that they would get another letter attached with a $100 fine. Happens again they'll get another letter with a $300 fine. Happens again they'll get a letter with a $500 fine and a bill for them to remove the dog.
Was pretty quiet after the first letter.
