You can wax as soon as you get the car, it won't harm the paint at all. Clay bar the car thoroughly before you wax though, as you don't want contaminates getting trapped beneath the wax.
As for polish, it depends on the type of clear coat applied to the car. Some clears can be polished within a day of drying, others you should wait weeks or months.
