Well they were never banned but Winchester pulled them from the market because of all the bad press. Most of it was media nonsense too such as that it would pierce police officers' bulletproof vests (despite being a hollowpoint round, lol) and that it would buzz through the bad guy like a drill and keep going into innocents. Winchester removed the black coating and started selling it as the Ranger T and hasn't had a problem since. The "ban the scary stuff" mentality of which you speak is what gun ownership faces every day though.
I have a box of BT's and have to keep them in a concrete room in my basement because every time I open the door one jumps up and attacks me and I have to put it down with a Super Soaker full of nitric acid. I really hope that these don't do the same!
