Travis told me they have a new, more powerful update for the M3 and he will be sending me the data cable that will allow me to update my ECU in a couple of weeks. Hopefully this new program will remove the speed limiter and make more power!
I will update this thread once I receive the cable and perform the update.

Here is the update I promised.
Powerchip finally sent me the cable and software to program my car two weeks ago. I had the dealer flash the car first with ISTA/P 2.35.5 first and then I programmed the car with the the latest Powerchip tune. I have not noticed any increase in power from the first tune, but this new update from Powerchip should correct a problem I had with the original tune (car went in a reduced power mode at full throttle when the tempature was really low). I have not had a chance to test the top speed limiter, but the car has not gone into reduced power mode since the update.
