You only pay more for the individual program - not for the colors that are already available for the typical build sheets. The order guide was just suggesting that FR wouldn't be a good match for SSII. There is a little blue tint in SSII and the Germans find mixing red with SSII a little offensive.
Order it the way you want it but don't get sucked into paying more...
