i've heard the 76% of people in Camarillo own a dog. So they are more strict with the licensing of the dogs in our area. I fell asleep partying at a friends house and was rudely awakened in the morning by a guy knocking on the door asking if the dogs were at the house. He handed me a paper stating that one of the dogs was not registered and needed to be in the next week or something something.
