Best bang for the buck, performance wise, is a day at an HPDE with an instructor sitting next to you. If you've never done it before, there's nothing else you can do for a few hundred dollars that will take as many seconds off a lap time.

Agreed. Spend half on mods, nothing overboard though - you don't want to ruin it by making it uncomfortable, unmanageable, and obnoxious. And then spend the other half on driving lessons. 10k and lots of time should get you to a good level of driving ability. Plus, you would get to actually use those mods on the track!
If it was me, I'd just do OEM splitters, mirror caps, edition grills and vent, intake, scoops, TMS test pipes (cat delete), tune, cans, pads, and brake lines. Then I'd use the 15k left over on tires and getting my racing licence. With those mods the car would be at around 480hp (at the crank) while still being NA.
