It's not really a production vs non-prod thing. In order to run the full lap they have to shut down the track, so most tests are run the shorter length during industry testing days where any manufacturer could be coming on/off the track. Barely anyone ever tests the full lap so when people say Nurburgring times, they usually mean the shorter lap. There's some more info about it on the Nurburgring times wiki page.
