Yes, it definitely does. Didn't mean to offend anybody. But the point still remains. If such a situation existed, and the police didn't carry out the mandate, they would not be doing their job. Ethics and morality is not the question.

Or how about the day the national speed limit went from 55 to 65? One day you are driving 65 and you are breaking the law, the next day you are not. Same highway, same weather, same traffic, etc., etc. So what's the difference? One day they can write you a ticket, they next they can not. One day you are a danger and the next, you are not. Again, they are simply the enforcers of the laws. Discretion should not be the expectation.
