I had the same issue and it's the sensor which is replaced the wrong way after suspension springs are changed

Extremely easy to re intall incorrectly
+1 Happened to me also. I drove around for a year with my headlights not adjusting. I lowered them manually significantly after I installed my springs. After I fixed the sensor arm position I had to go back and readjust my headlight back up a number of turns. All is well now. I am willing to bet more than 50% of the folks with suspension work are driving around with the sensor in the wrong position.
