Sounds like you have an overzealous IT department and stupid management.
No computer is ever going to be future proof. If that is what you are looking for spend 1K on a good computer right now and in another year or two build another good (would be a great one today but probably just good at that time) computer then for another $( 1 + e^r ) K.
