That could certainly be one interpretation. Being a bit on the cynical side I assumed the offer was an attempt to move primarily current inventory and therefore meant delivery from the dealer. While I don't dispute your view as very possible, my cynical nature tells me BMW views your delivery at the Welt as the actual delivery, not the re-delivery back in the states. But that's just my opinion! As I noted very early in the thread, a simple call to USAA by the OP would answer all of these questions...
