Start by using both hands (helps if you have little helper hands), with 2 thumbs on top of the fender and remaining 8 fingers below the fender.
Use your remaining 8 fingers, with equal pressure distributed amongst each finger, LIFT upwards (straight up), thereby causing the tabs on upper fender to compress, and creating clearance space for the bottom fender tabs to clear the brackets where the tabs rest.
Once the lower tabs have cleared, slowly release pressure and wiggle (up and down) and the entire assembly will come out.
