Some get calls, some don't. I suppose it depends on the dealership. To be honest I am not sure of the exact details of how the message gets from your car to the dealership to make them aware. It might require things be setup with BMW Assist first, and for your dealership to be properly checking an email account or something.

That said, if your car has not yet alerted you that service is needed - and it might not have, some take longer than 1200mi, depending on how you've driven it (mine did) - then the dealership won't know either.

No, its telling you that it is ready for service now. 1200mi is a rough estimate. Some cars take more, some less. It all depends on how the car has been driven during break-in.
