You're correct. But to be more precise, limiters are ALWAYS BASED ON INDICATED SPEED. Most european automakers agreed to limit their cars to 250 kph, which translates to 155.4 mph.

There's no such agreement on high-performance models, and BMW chose to limit M cars to 270 kph, which translates to 167.8 mph. And that's exactly where mine comes in, with the digital speedo bouncing between 167 and 168. With my 4 to 5% error with 19s, it's about 160 actual speed. Good day.
