Best I've been offered 2.99% on a 36 month (Houston Federal) and 3.99% on anything higher (Houston Federal and PenFed).
PenFed is pseudo annoying to deal with getting approved for some people. If they decline you first time, call, find out why, write a letter, and you'll probably be approved.
