There are a few variables that come into play here, like tire size, brand of tire, camber, and how much work you are willing to do to make it work. I usually run a 19x10 +5mm (BBS RGR +20 with a 15mm spacer) in the rear and it's really flush, it barely rubs, it only rubs the plastic liner, no big deal. That's with Eibachs and -1.9 camber in the rear. Right now I'm running a 19x11 LM that is +25mm rear but added a 5mm spacer to bring it out more. It can go another 5mm easily, maybe even 10 more mm out. This is with 275/35's and the same camber setting I mentioned earlier.

But to answer you're question, 19x11 +35mm will not be flush. You will need a 15mm or 18mm spacer to make it look flush. But if you run a wide tire, like a 285 and up, then you can't use such a big spacer. If you use a 275/35/19 in the rear on that 11, it should be okay.
