For the most part, you need to have the car registered outside the US for 140 days to avoid paying the federal import tax (2.5 percent) when you return to the US (and you want to have a decent number of miles on the odometer as well, at least 500-1000). You may still have sales tax at the state level (depending on where you live). Not sure about the gas guzzler.

But the question asked was about whether you can buy the car with military pricing in the first place and I believe the answer is yes, if you are on orders outside the US (including while on a USN ship)...and even if you are a DoD civilian (while on orders). Basically the only time you cannot take advantage of this deal is while you are in CONUS.
