The E93 M3 LCI changes were done in MY2011 (production 03/10). The BMW Apps feature was introduced on 03/11.

To me it just seems like BMW has just re-arranged the packages. I just want to make sure there is not some stand out feature that I can't live without if I buy a preowned M3 rather than a brand new one. I pretty much want it loaded out but can live with out Facebook in my car and the high beams changing themselves.

There are more changes -nothing radical but changes nonetheless- than just the rearranging of the packages. It all depends on what it is important to you.
I may suggest a little more searching from your part so you can have all the information needed before making your decision.
