I don't see why anyone would take offense to a license plate that says Luftwaffe.
Maybe it's different in Britain but I can't think of a single person I know who would care. Most of them would think it was pretty cool. I'm confused what the Luftwaffe did that is so wrong during WWII. Maybe there is a gap in my education, but the bombing of London isn't really "wrong" during wartime, is it?
