What makes you think this?
I don't know of any NA BMW motors that have achieved a 30-40 HP gain (or comparable gain given the rated HP of the motor) just with a chip.
I think that when tuners talk about the M3 V8, they talk about the potential of the motor as a whole. They don't mean to say that you can reprogram the ECU and get a huge boost in output.
Take a look at the stickied thread from PencilGeek. It doesn't look like AA is the only reputable company out there working on a chip.
