Maybe some law or regulation may help?
I am not sure there exists one but you might check whether there is a maximum amount of time that a dealer can hold you car for inspection. Use those as your leverage and lawyer up to the dealership.
But the lesson learned is that, when one smells something not right, act right away and escalate to the highest level possible to minimize any sleepless night/frustration, etc. Perhaps things would have sorted themselves out nicely if BBB & BMWNA & LOCAL NEWS were contacted shortly after the accident (If that flooded section made 14 cars towed, it's gonna be on the news, and some reporters will be interested to follow up).
I am not suggesting to go to the extreme, but I just want you to know that we all feel your PITA situation!!!
