I can't speak for the DelVal chapter specifically but their staff must also go through similar instructor training as any CCA chapter would. I'm sure there maybe a few instructors from NCC and PCA there too. Many of the DelVal track guys also do many events with the NY/NJ chapters at other tracks in those states (including Watkins Glen).
