Lots of us run 19" winter setups, on OEM 220s and other assorted wheels.

Your choices are:
Blizzak LM60s (I think 255/35 275/35 is available)
Dunlop SP Wintersport 3Ds (I run 235/35 255/35)
Michelin PA3s (not sure on sizing, but I have read of multiple people running PA3s)

Cal is correct... your choices are probably quite limited right now at the end of winter/early spring. You may find some used winter tires or full setups appearing in the FS section soon, or you probably have to wait until Fall 2011 to see what's available for next season.

But you also said you're looking for "cost-effective" winter tires... if you're looking for cheap, you'd better go 18s, on OEM 18s (for your insurance considerations). 19" winters don't come very cheap, unless you can find some right now at season-end sale prices.
