Yes, that is correct. We had a camera mounted on the rear to verify this during an autocross.

The toe-in adds stability, otherwise you will have a car that oversteers and hard to control. You will need static toe to have straight line stability too. The only time you will ever want less the OE toe is you have eliminated rubber bushings in the control arms.
