I don't know that there is any law against selling a car with bald tires. There is however a law in most states forbidding driving a car with less than 2/32 tread depth. I doubt may cops are enforcing tread depth laws but it's generally not a good idea to drive around on bald tires.

My opinion based on the picture is that the car will need new tires very soon. I would use it as a bargaining chip with the dealer.
