I think that may depend on the type of pad material that is already on the rotor vs the pad material you want to deposit. A carbotech salesperson told me that not all pad materials are compatible, and that it might be difficult to remove certain "aggresive" pad materials without sanding/machining. I don't know how true that is. I have used RS19 pads to get XP12 material off, and that didn't seem to be problematic.
