Your dealer must talk with BMWNA to arrange this special order. There is at least 1 3-Series in the USA that got the EPS added as an option (no EPS is available in the USA in any 3-Series) after an Individual request from a dealer. So this type of request have been done successfully before, and this is the last model year of the M3 so BMWNA may be willing to approve special orders. Good luck...
The EPS is louder, but its DIRAC processing is not as effective
in a car as the Logic7 processing, IMO.
