Agreed. Powder coating is not exactly easy to remove. I've had it done to a part for my bike. It was gloss powder and I wanted matte. It took serious sand blasting as well as soaking in chemicals for a week and still didn't remove all of the powder. I would highly suggest against heavy sandblasting on wheels.
