$15k at the minimum if you're a 0-hour private. i would say a more realistic figure is at least $20k from scratch. no one get's it perfect in the minimum hours unless you grew up flying daddy's jetranger. i've been thinking about going for my rotorcraft add-on and my best recommendation is to get your private pilot's license first, then look to do a rotorcraft add-on. you'll probably break even at $20k for both of them and you'll have a VFR plane license, too.
that being said, helicopters are tons more complex than planes, and they're tons more an hour to operate. but overall, flying these days isn't something that can be had cheaply. it's an expensive hobby that you either must have the money to do or go at it for a career. otherwise, you'll probably wind up getting your license and never use it like many people.
