Dry carbon means the entire thing is made from CF.

Wet carbon means that they lay down a CF weave over the shape of the object you want to be "wrapped" in CF. Then they need to go through a process to cure it and cover it in a layer of clear coat and stuff like that...thats where alot of poorly made wet carbon will develop bubbles and bumps, the manufacture cheaps out on clear coat.
