That certainly shouldn't cause the noise unless the wheel was loose. Did you roll the wheel and tire off the car by chance, or maybe even bounce it? I've seen loosely mounted tire pressure sensors make a clicking noise before. Since you say they're new and it's a rotational noise, that's a good place to check in my book.
