When the pedals are up at rest, there's an open path from the common reservoir through the brake master cylinder to the calipers and a separate one from the same reservoir through the clutch master cylinder to the clutch slave cylinder. If you're opening up the brake lines, hold the brake pedal down to cut off the flow. If you're opening the clutch, hold the clutch pedal down.

To answer the original question, there's a typo in the instructions. They meant brake pedal.
