Nope. When referring to Orange County's acronym, you add a "the". It's a lot like how we add a "the" to all of our freeways. "The 405", "The 10", "The 91", etc.

"The" before the 101 or whatever freeway is fine but "the" OC is just plain wrong. Most will just say OC.
