The inspection station cannot let you slide if they plug into your car and your car exceeds the number of allowed readiness failures. There is no inspection station programming. It goes directly into the state computer.

There are other tricks people have done with cooperating inspection stations, but due to the significant fine, many stations are not willing to risk this.

You could simply swap your catted midpipe back in once a year and flash your car back to stock.
