For basic washing, Optimum No Rinse works ok if your car is not too dirty. All you need is a bucket and some microfibers.
I hear you, I have access to a hose and driveway in SF so I use that when I wash the car.
I have seen some of the work for the detailing place in Japantown. They do a decent job... seen better but not bad.
