And poor judgement. The fact that the driver was passing someone and changing lanes indicates they were going faster than they should have been in that kind of weather, and definitely did not give any respect for the road conditions. I agree that sometimes you simply hydro plane regardless of your precautions, and you definitely want to be proactive and keep fresh tires, but that driver was definitely not driving for the conditions. Tread wear or any other aspect of the car can't save you from poor driving.
