It looks like there's a $1000 rebate on new M3s being leased or financed (from BMWFS). At least according to one dealer here in the Bay Area.
Also, looks like the following is true:
1. Min. 24 mo. loan
2. No pre-payment penalty
3. Min. amount financed = $7500
