20min on hold with 911? We don't even have those waits during a tornado warning. I get mad when I call - generally off duty and I see a wreck - and the phone rings more than twice.
911 originated just north of me about an hour's drive. The first 911 call? Came in as a pregnant lady needing an ambulance. She was told to hang up and call the fire department. My how it's mission has changed...

I imagine they would welcome such a lawsuit. Hard for city admins or the county commish to say no to an equipment and staffing upgrade when you are holding a federal court order.
