This is some of the worst advice I've ever heard. Especially for someone that lives in CA. They're already looking for him. If he ignores the ticket it will become a warrant and getting arrested over an exhaust he KNEW didn't meet CA's noise limit laws is just plain stupid.
If it's legal, take it to a referee station and have it measured. If it passes, keep the certificate in your glove box. If not, well, you knew that going in and you can't really bitch about it.
