True. It's basically about mass. The 998 cc motor has larger and heavier pistons than the 748cc, and a longer stroke, which increases the gyroscopic effect leading to increased effort to initiate turn-in at corners. As I recall, the 999R used titanium connecting rods to reduce weight, as it had larger pistons running a shorter stroke than the 999/999S models.
