True. You will see air bubbles when using a vacuum bleeder. It's what happens when fluid flows out of a small orifice into a larger diameter tube.

The bubbles will be consistent. You're looking for bigger air bubbles or disruption in the flow near the bleeder fitting which would be air leaving the brake system.
