depends on what you mean by owning a website. having a domain is pretty cheap, $10 a year or less. need a server? you can rent a shared server, virtual server or dedicated server and different tiers of service for a wide range in price per year.
how much money can you make? it depends on what the website is for. if your idea sucks, you'll make nothing. if you've got something good going on, then you can make tons. but don't be fooled, it's not instant cash. i know a bunch of people who are making money on the internet but still work a full time job.
and what do you mean by serious inquiries only? arent you the one with the inquiry?
