To sum up:
1- The vehicle needs to be exported from the USA (paperwork)
2- This car will need to be processed through Customs Canada (CBSA) prior to ever seeing the provincial registrar.
The new owner will be responsible for converted Canadian value plus:
a/c fee
RIV fee
6.1% duties
5% GST
-then applicable provincial sales tax (or HST)

The taxes your uncle paid for the car in Florida will not count.
I appreciate the comments, I got the information directly from someone at the Ministry of Transportation. I will verify this information with them again. Thanks for the info tho
