Vettel was following the racing line by moving to the outside. Regardless, the issue isn't what rules were in place last year/ this year OR who gave who more room. The issue is inconsistency by the stewards, and Alonso's 'untouchable' status. Alonso ran DiResta off in much the same way - in the same race, on the 1st lap. For that matter, what about DiResta pushing Senna off track too? Same argument, no penalty.
And to specify... The rules are there to protect against rogue drivers being too aggressive. If this incident involved an HRT driver, it's doubtful SV would have received a penalty.
