That is correct - 26" is the magic number. Offset and wheel width are also factors. When tires are stretched they are easier to fit... when the offset is more conservative they are less likely to rub the back of the fender liner.

For example - at least one person has been able to fit a 265/35/19 tire on the front without rubbing. He was on a 10" et25 wheel. The tire stretch is what seemed to allow it to work.
